Resolves mirror download URLs for an entry whose author repo is missing files.
Parameters
- entry: PiperHubModelEntry
  Catalog entry with a failing primary repo.
Returns Promise<{ jsonUrl: string; onnxUrl: string }>
Mirror download URLs.

Throws
When the voice is not found in the mirror either.
